Patricia Phillips is running on a platform of increasing local control of transportation policy, lowering taxes, reducing the size of government, increasing local control of schools and a socially conservative stance on social policies. On transportation, Phillips has pledged to work to increase new road construction without raising taxes, by shifting state spending priorities and focusing more heavily on road construction.

Phillips believes that the state government should refocus itself on the core priorities of roads, schools and public safety. She has pledged to work to limit state spending and limit taxes. Phillips faults the state for doubling its budget in the last decade and has signed the No New Tax pledge. Phillips argues that Virginia needs to expand choice in education and supports creating tax credits for private and home schooling.
